Apply to be on Colorado’s Redistricting Commissions

In 2018, Colorado voters approved Amendment Y, which addressed redistricting for Colorado’s seats in US Congress, and Amendment Z, which addressed redistricting for Colorado’s state legislature.

Redistricting takes place every 10 years to gather data to inform the process to draw boundaries for Congressional and state legislative seats for each state. Colorado will soon receive data from the 2020 Census, including information about the population, age and race of residents, and the redistricting process will begin in early 2021. Applications to serve on one of the two commissions that will lead this process are available now and are due by Nov. 10, 2020.

What is redistricting?

Redistricting is the way in which we adjust the maps of the districts for Colorado’s seats in the U.S. House of Representatives and for Colorado’s state House and Senate. The new boundaries that are drawn will determine how Colorado’s communities are represented in those institutions for the next 10 years.

Our federal representatives, our state legislators and many of our local decision makers in towns and counties are elected from specific districts these policymakers will serve. These districts divide Colorado and the people who live in the state into geographical territories that balance the number of people in each district.

Why is the redistricting process important?

Where districts are drawn in Colorado will determine how your community elects policymakers that will serve on your local school board, city council, state legislature and U.S. Congress. It can also influence how political power and influence are distributed within and across communities in our state. Many of the decisions made in the redistricting process will determine who represents and makes decisions for your community, and directly impacts the health and well-being of you and your neighbors.

How can my involvement in redistricting make a difference for my community?

Your voice and participation in the redistricting process can help ensure that the redistricting maps developed for your jurisdiction benefit – and do not harm – your community. Participating in redistricting will lend your community a voice in this process, and ensure that it is informed by the people these decisions will impact. This participation can also encourage citizens to register, vote and remain politically engaged.

Who can apply to be on one of the state’s redistricting commissions?

The application process is now open to anyone who has voted in the last two Colorado general elections – 2016 and 2018 – and hasn’t changed their party affiliation (or non-affiliation) for the last five years. Applicants that are selected to serve on the commissions will receive a $200 per diem and additional reimbursements. Applications for the Congressional and Legislative Redistricting Commissions can be found here and must be submitted by Nov. 10, 2020.

About the Speakers:

Gordy Pehrson is a project coordinator in the Office of Traffic Safety, Minnesota Department of Public Safety (DPS). Gordy has worked for DPS for 36 years. For the past 16 years, he managed a variety of Office of Traffic Safety projects. Prior to his current position, Gordy coordinated employee training for the DPS Driver License Examining Division and was a Driver License Exam Supervisor. Before joining DPS, Gordy taught driver education for novice teen drivers and motorcyclists.

Police Chief Brady Juell with the Elko New Market Police Department has been serving the public for 26 years as a law enforcement professional. In that time, he has served at all levels of public safety for many organizations. Chief Juell obtained his B.S. from Minnesota State University Mankato and his master’s degree in public safety and law enforcement leadership from the University of St. Thomas. Chief Juell is currently on the Board of Directors for Southern Valley Alliance (Advocates for victims of violence) and the president of the Scott County Chiefs of Police Association. He is a community-values-based policing leader and emphasizes community-based education by law enforcement to be proactive in the community to help prevent crime and tragedy before it happens.

New CDOT survey reveals risky roadway behaviors

Most Coloradans engage in distracted driving and violating posted speed limits

STATEWIDE — Results from a new statewide driver survey by the Colorado Department of Transportation (CDOT) found that nearly all Colorado drivers engage in distracted driving and 17% admitted to not buckling up when driving short distances. Just 6% of respondents say they never exceed a posted speed limit of 65 mph. These are just a sampling of problematic driving behaviors CDOT learned from 897 Coloradans in a survey administered between February and June 2020.

“Over 9 in 10 Coloradans admitted they drove distracted in the last week. Being present behind the wheel can be especially hard with all of the pressures people are under right now with the challenges we face with the COVID-19 pandemic, but it’s more important than ever," said Shoshana Lew, CDOT's Executive Director. "Unfortunately, distracted and impaired driving are contributing to a tragic pattern of increased roadway fatality rates in the past months. Just as we must protect public health by fighting the virus with measures like social distancing and wearing masks, we must protect ourselves and our neighbors by driving carefully and safely. It could save your life.”

The survey assessed Colorado residents’ attitudes and behaviors related to seat belt use, speeding, distracted driving and alcohol, marijuana and prescription medication use. Some of key findings include:

Distracted Driving

· In the seven days prior to the survey, 92% of respondents reported driving distracted. Of things people did most often, eating food and drinking beverages tops the list (32%) of distraction behaviors. Selecting entertainment on a handheld device (21%) and talking on a hands-free cell phone (18%) were the second and third most common distractions.

Impaired Driving

· While 69% of respondents strongly disagreed that they could drive safely under the influence of alcohol, fewer people strongly disagreed that they could drive safely under the influence of cannabis (57%) or prescription medications excluding cannabis (50%).

Seat Belts

· The top three ways to compel people to wear their seat belt more often were audible reminders from the vehicle (28%), believing seat belts increased personal safety (21%), and the possibility of getting ticketed (21%).

· Respondents were more likely to wear seat belts when driving farther or faster. A majority reported wearing a seat belt all the time while driving on a highway (91%) or driving more than two miles (89%). Fewer people reported buckling up on short trips with just 83% saying they wore a seat belt when driving less than two miles.

Speeding

· The higher the speed limit, the more people tended to speed. 20% of respondents said they never drive over the posted speed limit of 25-30 mph, whereas only 6% said the same for roads with a 65 mph speed limit.

In 2018, there were 632 traffic fatalities in Colorado. Nearly 25% of all fatalities involved an alcohol impaired driver. Additionally, the 216 unrestrained fatalities in 2018 represent 54% of the 410 total passenger vehicle fatalities. Distracted driving was the contributing factor in 54 (8.5%) of the 2018 fatalities.

Looking to the holiday travel season and into the new year, CDOT will use these annual survey results to shape its traffic safety education campaigns, aiming to reduce dangerous driving behavior to keep the traveling public safe on Colorado roads.

REMEMBER: SLOW FOR THE CONE ZONE

The following tips are to help you stay safe while traveling through maintenance and construction work zones.

● Do not speed in work zones. Obey the posted speed limits.

● Stay Alert! Expect the unexpected.

● Watch for workers. Drive with caution.

● Don't change lanes unnecessarily.

● Avoid using mobile devices such as phones while driving in work zones.

● Turn on headlights so that workers and other drivers can see you.

● Be especially alert at night while driving in work zones.

● Expect delays, especially during peak travel times.

● Allow ample space between you and the car in front of you.

● Anticipate lane shifts and merge when directed to do so.

● Be patient!

In early 2019, CDOT announced its Whole System — Whole Safety initiative to heighten safety awareness. This initiative takes a systematic, statewide approach to safety combining the benefits of CDOT’s programs that address driving behaviors, our built environment and the organization's operations. The goal is to improve the safety of Colorado’s transportation network by reducing the rate and severity of crashes and improving the safety of all transportation modes. The program has one simple mission—to get everyone home safely.

COVID-19
Safe transportation infrastructure is essential for all of us, particularly for emergency first responders and freight drivers as Colorado navigates the COVID-19 pandemic. With that in mind, CDOT maintenance and construction crews follow social distancing and other health safety measures to reduce COVID-19 exposure on the worksite. The Colorado Department of Public Health and Environment announced guidelines for construction activities. The public is urged to join the campaign for #DoingMyPartCO by practicing social distancing and wearing face masks. As traffic returns to normal levels, motorists must drive cautiously and heed the speed limit so all of us can return home safely.

October 18th - 24th, 2020 is National Teen Driver Safety Week!

Teen Driving Safety Week: This is National Teen Driver Safety Week (NTDSW). GHSA partnered with Michelin to survey parents across the country about the impact of COVID-19 on their teens’ driver education/licensing. A key finding was that 62% of parents said their teen has experienced a COVID-19 related disruption in driver education/licensing and one-third (35%) don’t have a backup plan for replacing that lost learning. The purpose of this Colorado Department of Public Health and Environment (CDPHE) Request for Applications (RFA) is to solicit applications from local organizations and agencies to implement an evidence-based shared risk and protective factor approach to preventing substance misuse in Colorado. There are two options for funding: Option A allows you to organize your community to be prepared to address any upstream prevention needs. Awardees develop the community coalition’s skills so they are prepared to review data and address solutions over time, no matter what the solution may be. Option B allows you to organize your community for one specific solution you have already identified. You are ready to act on this one strategy, and the funding may end sooner than Option A since your community already knows the solution you will seek. October is National Bullying Prevention Awareness Month

According to the CDC, about 1 in 5 high school students were bullied at school and 1 in 6 were bullied electronically in the last year.

No single factor puts a child at risk of being bullied or bullying others. Bullying can happen anywhere—cities, suburbs, or rural towns. Depending on the environment, some groups—such as lesbian, gay, bisexual, or transgendered (LGBT) youth, youth with disabilities, and socially isolated youth – may be at increased risk of being bullied.

Bullying is a serious public health problem. Victimized youth are at increased risk for depression, anxiety, substance misuse, sleep difficulties, and poor school adjustment. Youth who bully others are at increased risk for substance use, academic problems, and violence later in adolescence and adulthood. Compared to youth who only bully, or who are only victims, bully-victims suffer the most serious consequences and are at greater risk for both mental health and behavioral problems.

New E-scooter Study Highlights Need for Infrastructure Improvement, Rider Training

WASHINGTON, D.C. – A study on e-scooter injuries released today by the Insurance Institute for Highway Safety (IIHS) provides critical context regarding why riders are injured. The data highlight the importance of several recommendations in the recent Governors Highway Safety Association (GHSA) report, “Understanding and Tackling Micromobility: Transportation's New Disruptor.”

Like the IIHS study, the GHSA report finds that while e-scooter riders prefer using bike lanes, when these lanes are not available they are more likely to use the sidewalk due to safety concerns about riding alongside vehicular traffic. Investments in infrastructure such as protected bike lanes provide benefits to all road users by providing safer travel spaces for bicyclists and e-scooter riders, reducing the potential for crashes with motor vehicles and pedestrians.

The IIHS study also notes that nearly 40 percent of the injured individuals were first-time e-scooter riders, pointing to inexperience as a factor in crashes. This, too, tracks with GHSA’s recommendation to increase on-device training. Learn-to-ride events coupled with ongoing practice can help individuals build skill and reduce their crash risk.

The number of trips on shared micromobility devices – pedal-powered and electric bicycles (e-bikes), electric scooters (e-scooters) and other small transportation devices – rose to 136 million in 2019, a 60 percent increase over the previous year. As trips have increased, so too has the potential for crashes, with hospitals reporting triple digit spikes in e-scooter injuries and hospital admissions.

Micromobility-involved crashes and injuries are likely underreported due to the lack of a universal reporting standard, which is why we believe that studies like the one released today by IIHS are critical for helping to make the roads safer for the riders of these devices. The good news is that we are beginning to understand the challenges posed by the growth in these devices, so that states and cities across the U.S., in partnership with micromobility providers, can take appropriate action to protect these vulnerable road users.

New Report: Child Pedestrian Safety in the U.S. - Trends and Implications for Prevention

Safe Kids Worldwide undertook an analysis of pedestrian injury data for children ages 0 to 19 and conducted a survey of teens ages 13-17 around risk-taking behavior. Safe Kids examined both trends over the last 15 years of available data, as well as an in-depth look at fatal and nonfatal pedestrian injuries for 2017-2018. The findings have implications for timing of and messaging for educational activities by both parents and injury prevention professionals.

Driver education and driver license testing have been affected by COVID-19 since March 2020 when many States were shut down to stop the spread of the virus. State agencies and providers are looking for considerations for temporary, emergency alternatives to deliver driver education and conduct driver testing during the pandemic or other national emergencies in the future. ANSTSE formed two task groups to develop considerations for temporary alternatives for behind-the-wheel instruction, end-of-course knowledge testing and driving performance assessment. During the webinar the task groups will present these considerations to obtain feedback and recommendations from stakeholders.

Law Enforcement Champions Announced by CDOT and MADD

Colorado Officers and State Troopers Win Awards

DENVER: The Colorado Department of Transportation and Mothers Against Drunk Driving have announced the winners of the 2020 Law Enforcement Champion Awards for Colorado. These awards focus on efforts to reduce impaired driving, increase the use of seat belts and reduce speeding in the state.

A law enforcement champion is an individual with outstanding contributions in the prevention and enforcement of impaired driving, traffic safety, or occupant protection. This can be demonstrated by efforts such as DUI patrols or safety belt campaigns during the established enforcement periods throughout the year. It can also be demonstrated by advanced training, drug recognition expert activity, high visibility enforcement tactics, community engagement, prevention programs, and other related activities.

“We are grateful to the brave men and women in law enforcement who keep our roads and communities safe, even during ever-changing circumstances like a global pandemic and unprecedented wildfires,” said CDOT Executive Director Shoshana Lew. “At CDOT, we are committed to taking a holistic approach to the safety of our system — and part of that is recognizing the service of public safety officials, as well as our responsibility to do whatever we can to keep them safe on the job.”

Unfortunately, this is a challenging time on Colorado roads. While traffic is down due to COVID-19 precautions, fatalities from suspected drunk and drugged driving are actually up 15% through August 31 according to CDOT Fatal Crash Data. In addition to recognizing the achievements of award winners, MADD and CDOT sought to highlight the importance of DUI enforcement and encourage Colorado drivers to do their part by always planning ahead for a safe ride home.

“So many people will never know the debt that they owe to our law enforcement heroes. Every time they stop a drunk or drugged driver, they potentially save a life,” said MADD Colorado State Executive Director Fran Lanzer. “We’re fortunate to have so many dedicated men and women protecting our communities.”

The CDOT Highway Safety Office provides funding to Colorado law enforcement for impaired driving and seat belt enforcement, education and awareness campaigns. The Heat Is On campaign runs throughout the year with 16 specific high visibility impaired driving enforcement periods centered on national holidays and large public events. Enforcement periods can include sobriety checkpoints, saturation patrols and additional law enforcement on duty dedicated to impaired driving enforcement. In 2017, seat belts saved an estimated 226 lives in Colorado. An additional 70 lives could have been saved if everyone in Colorado buckled up. The current seat belt use rate is 86%. There are three high visibility CIOT enforcement periods that take place each year in Colorado. Whole System. Whole Safety

To heighten safety awareness, CDOT recently announced its Whole System Whole Safety initiative. This project takes a systematic statewide approach to safety combining the benefits of CDOT’s programs that address driving behaviors, our built environment and the organization's operations. The goal is to improve the safety of Colorado’s transportation network by reducing the rate and severity of crashes and improving safety conditions for those traveling by all transportation modes. The program has one simple mission - to get everyone home safely.

The death rate due to motor vehicle traffic (MVT) injury for persons aged 15–24 was stable from 2000 to 2006, declined 36% from 2006 (25.1 per 100,000) to 2010 (16.1), and then was stable through 2018 (14.7).
Over the 2000–2018 period, MVT death rates for males aged 15–24 in rural areas were about twice those of males in urban areas; similarly, rates were twice as high for females in rural rather than urban areas.
Although males aged 15–24 residing in the most rural counties (noncore) had the highest MVT death rate of all urbanicity groups, the rate significantly declined from 2006 to 2018.
MVT death rates for females aged 15–24 were highest in the most rural counties (noncore) and lowest in the most urban counties (large central metro) throughout the entire period.

Deaths due to motor vehicle traffic (MVT) injury are a leading cause of death for adolescents and young adults aged 15–24, with death rates higher than for adults aged 25 and over (1). Adolescent and young adult drivers are less experienced, and they tend to be passengers in cars with less experienced drivers (2). This report presents trends in death rates due to MVT among persons aged 15–24 from 2000 to 2018 by sex, urban-rural classification, and urbanicity of county of residence.

The event will host Dr. Sherry Molock; an Associate Professor in the Department of Psychology at The George Washington University in Washington, DC. Dr. Molock teaches undergraduate and doctoral courses in the field of clinical psychology and conducts research on the prevention of suicide and HIV in African American adolescents and young adults. She also serves as a grant reviewer for NIMH, NIDA, CDC, and SAMHSA. She recently served as a member of the scientific workgroup that worked with the Congressional Black Caucus’ Emergency Task Force on Suicide Prevention for Black Youth.
